One Day National Conference on Right to Information: Law, Policy and Governance by RGNUL

ABOUT

The Rajiv Gandhi National University of Law (RGNUL), Punjab, was established by the State Legislature of Punjab by passing the Rajiv Gandhi National University of Law, Punjab Act 2006 (Punjab Act No. 12 of 2006). The Act incorporated a University of Law of national stature in Punjab, to fulfil the need for a Centre of Excellence in legal education in the modern era of globalization and liberalization. The University acquired approval of the Bar Council of India (BCI) in July 2006. The University also got registered with the University Grants Commission (UGC), New Delhi under Section 2(f) of the University Grants Commission Act, 1956 and has been declared fit to obtain grant from the (UGC) under Section 12-B of the UGC Act, 1956.

ABOUT PUNJAB STATE INFORMATION COMMISSION

The Punjab Government constituted the State Information Commission on 11th October, 2005 and appointed the first Chief Information Commissioner of Punjab under section 15 of the Right to Information Act, 2005 on the same day. Section 15(4) of the Act lays down that the general superintendence, direction and management of the affairs of the State Information Commission shall vest in the State Chief Information Commissioner.

THEME OF THE CONFERENCE

The ‘Right to Know is the Right to Live’. Transparency and access to information is pivotal to the functioning of a democracy. An informed citizen is an empowered one. For this one should have free, unfettered access to information. The jurisprudence of Democracy revolves around the pure concept of ‘accountability’ which can only be achieved if people in authority and power are subject to public gaze and speculations.
