About MNLU Mumbai –

Maharashtra National Law University Mumbai, established under the Maharashtra National Law University Act 2014 on 20th March 2014, is one of the premier National Law Universities in India. The Act envisaged establishing National Law University in Maharashtra to impart advanced legal education and promote society-oriented research in legal studies for the advancement of societal life in the country.

The University offers BA. LL.B.(Hons.) five years integrated program, one year LL.M. program in Corporate and Commercial Laws, Maritime Law and Constitutional Law, LL.M. (Professional), LL.M (Investment and Security Laws) in association with National Institute of Securities Markets, SEBI, M.A. (Mediation and Conflict Resolution), Post Graduate Diploma Programs, among others. University is also planning to add more specializations in the new academic year. The University also hosts several research programs in association with foreign universities. To realize the holistic vision and keep in view the spirit of the Constitution, the University envisages disseminating advanced legal knowledge and processes of law amongst the students and imparting to them the skills of advocacy, legal services, and law reforms and make them aware and capable to utilize these instruments for social transformation and development.

Post Graduate Diploma in Victimology and Victim Jurisprudence

Studies conducted on victims of crime by researchers started in India only during the late 1970s. Early studies were centered on victims of dacoit gangs (i.e. gangs of armed robbers) in the Chambal valley, victims of homicide, and victims of motor vehicle accidents. Researchers studied whether compensation paid to such victims was satisfactory or not. Since the 1980s, many scholars have conducted studies in Victimology. The concept of victimology is a relatively young branch of academic research, whose main objective is to gain knowledge about the victim of a crime and the amount of power abused by the accused. The concept of victimology was interpreted as a part of the Indian Constitution in the landmark case of Rudal Shah v State of Bihar, in 1983. In this case, the hon’ble Apex Court included victims’ compensation under the ambit of Article 21 of the constitution of India, in turn also including victimology under it. Further, the fifth law commission of India in its 42nd report dealt with the concept of compensation to the victims of crime in India. The present program prepares participants for work in a variety of fields, providing services to victims of crime. This one-year program provides specialized knowledge and skills in victimology and the provision of victim services. Participants will get to explore the history and theories of victimization, with an applied victim-centric focus.

Victimology helps train professionals to view criminal incidents from a different perspective, communicate better, and gain the victims’ trust. It is essential to educate citizens about behaviours that place them at risk of becoming victims and help those working in criminal justice, law enforcement, and mental health better assist victims. By understanding the psychological effects criminal acts have on victims, members of criminal justice are better equipped to guide them through the stressful process of prosecuting offenders. With this objective, the Maharashtra National Law University Mumbai has launched a Post-Graduate Diploma in “Victimology and Victim Jurisprudence” and I am sure that this course will be yet another milestone not only in our endeavour towards excellence of legal learning but also in our commitment to society at large.

REGISTRAR’S MESSAGE

In a contemporary welfare state, the criminal justice system is more accusatorial in nature. In the garb of protecting and providing fundamental rights of the accused, victims are being completely overlooked. It is the need of the hour to put the focus on the victims’ experiences and their needs. Victimology helps train professionals to view the criminal incident from a different perspective, communicate better, and gain the victims’ trust. Victimology is essential to educate citizens about behaviors that place them at risk of becoming victims and help those working in criminal justice, law enforcement, and mental health better assist victims. By understanding the psychological effects criminal acts have on victims, criminal justice system members are better equipped to guide them through the stressful process of prosecuting offenders. I am positive that this PG Diploma course on Victimology and Victim Jurisprudence will not only be a great tool of learning for students but also a stepping stone towards a more victim-conscious criminal system. OBJECTIVE

The objective of the Diploma Programme is to enrich academic excellence in professional services. The course will also be a collaborative effort of the various wings of the criminal justice system and different departments. Hence it will be an innovative effort at teaching and fostering an interdisciplinary approach aimed at providing access to victim justice.

ELIGIBILITY

The Diploma program will be a specialization program through a mixed mode of distance education and contact learning. A person who has completed their graduation, in social work, criminology, public administration, law, psychology, counseling, nursing, sociology or other related degree disciplines, with a minimum of 50% marks or working professionals who wish to develop an understanding of victims’ rights, sudden and traumatic loss, victim populations, crime and its effects on victims in the criminal justice system are encouraged to apply. This program is well-suited to people:

  • Who are Counselors, Social activists, Litigation Lawyers, Consultants, Judges, Law Teachers, attorneys, Journalists, and Legal Professionals in Firms, Companies, People running and working in NGOs, Think Tanks, Research Centers, Human Rights organizations, etc.
  • Those who are committed to developing specialized knowledge and skills related to victimology and victim services, advocates of victim rights.
  • Who wish to be certified as Victim Assistance Trainer

NUMBER OF SEATS

The University will admit a maximum of 60 candidates for the programme. However, the University reserves the right to alter the number of seats for the programme in a given academic year without prior notice.

APPLICATION PROCESS

Application date starts from 15th January 2023 Last date of filing the application – is 30th March 2023. The course begins on 1st April 2023

FEES

The tuition fees for the program for Indian Nationals shall be Rs. 20,000. For foreign nationals, the amount shall be USD 500. Fees shall be charged separately for re-registration, repeat exams, etc.

DURATION OF THE PROGRAM

 The program will be for a period of one year. The academic year will tentatively run from April 2023 to March 2024. The program will be conducted in hybrid mode i.e. online and offline. The program is to be completed within 2 years, failing which the registration for the program shall stand cancelled.

MODE OF INSTRUCTION

The medium of instruction will be English.

CURRICULUM

The Diploma in Victimology and Victim Jurisprudence Curriculum shall have the following components:

a) Victimology: Concept and Development – 4 credits

b) Victimization and Jurisprudence – 4 credits

c) Victims of crime and the Criminal Justice System – 4 credits

 d) Victim Assistance Strategies and Criminal Justice – 5 credits

e) Research Project – 3 credits

Total – 20 Credits

The University may at its discretion alter the scheme and structure of specialization depending on the availability of resources and other factors in the interest of the efficient conduct of the program. Each subject shall be 100 marks.

EVALUATION

 Each of the Papers shall carry a maximum of 100 Marks. Each paper shall be evaluated by an end-semester examination and through assignments for a total of 100 marks. The examination may be open/closed book depending upon the particular requirement of any course. The schedule of the examination shall be announced in advance. Examinations may be conducted on weekdays/working days as well. Conditions for Pass and Re-examination

(i) To be declared successful in any Course, a candidate must secure at least a ‘B’ Grade. Those who secure an ‘F’ Grade shall be declared as failed.

 (ii) Candidates who fail to appear for the examination in a Course or fail to obtain at least a ‘B’ Grade must take the examination again.

 (iii) A student admitted to the Diploma Program must complete all the prescribed requirements within a maximum period of 2 years from and including the year of admission in order to be eligible for the award of a Diploma in Victimology.

AWARD OF PG DIPLOMA

Candidates who complete all the courses, obtain at least a “B” Grade, and secure a Cumulative Grade Point Average (CGPA) of 3 out of 7 shall be awarded a Diploma.

In addition to it, candidates on successful completion of diploma will be designated as MNLU accredited Victim Assistance Trainer.

REQUIREMENT OF ATTENDANCE

The Diploma program will be conducted in a mixed mode of distance education and contact learning. Attendance in the contact classes is an important component of the program and is strongly encouraged. It is expected that students shall attend the scheduled contact classes.

ADMISSION PROCEDURE

Admission Procedure Admission shall be confirmed on fulfillment of the eligibility criteria, submission and verification of the documents, and payment of the fees. Confirmation of admission shall be done through a confirmation email/ letter to the applicant.

CONVOCATION

 Convocation The convocation fee shall be charged separately as per the university regulations. Boarding and lodging at the university shall depend upon the availability of rooms and shall be charged separately.

 Refund

Following deductions shall be made from the fees paid –

Within 1st week from the date when classes begin – Rs 2000/-

Within 2nd week from the date when classes begin – Rs 5000/-

Within 3rd week from the date when classes begin – Rs 10000/-

3rd Week onwards – Entire fee shall be deducted with no refund.

Note: The University reserves the right to make changes with respect to any aspect of the program.
