Call for Papers: Special Issue – Cyber Conflict in the Indo-Pacific
Journal of Information Technology & Politics

The Journal of Information Technology & Politics invites submissions for a forthcoming special issue on Cyber Conflict in the Indo-Pacific.

While much of our understanding of cyber conflict has been shaped by the experiences of European and North American states, these are not representative of the global phenomenon. The Indo-Pacific, with its diverse geopolitical landscape and distinct social, political, and technological challenges, warrants closer scholarly attention. Acknowledging the unique character of this region is crucial to deepening our understanding of cyber conflict, both for academic inquiry and policymaking.

This special issue seeks to advance research and dialogue around cyber conflict in the Indo-Pacific. We welcome submissions that examine a broad range of themes, including but not limited to:

  • Evaluating the nature of cyber conflict within the Indo-Pacific as either competition, coercion, or subversion
  • The emergence of regional norms in the wake of global initiatives such as the UN-GGE and the UN-OWEG
  • Cyber capacity- and capability-building through imitation or innovation
  • Cybersecurity and the role of alliances in promoting security and stability
  • Characterizing and mitigating disinformation and influence operations in the region

We welcome original research articles in the range of 8,000–10,000 words. Submissions should be formatted according to the journal’s guidelines.

Submission Deadline: August 1, 2025
