The Council of Europe’s Legal Service (Directorate of Legal Advice and Public International Law) offers qualified legal trainees the opportunity to complete their elective or administrative placement at the Council of Europe in Strasbourg for the period 2024-2025.
The two departments of the Legal Service advise the Council of Europe’s organs and institutions, in particular the Secretary General, the Committee of Ministers, and the Development Bank, as well as the member states, on all legal issues raised. These issues range, among others, from international treaty law, labor and constitutional law of international organizations, the European Convention on Human Rights, and other human rights treaties of the Council of Europe. The Legal Service is also responsible for the Advisory Panel for the Selection of Candidates for Judgeship at the ECHR. The Legal Service cooperates with other international organizations and institutions, such as the United Nations, the OSCE, and the EU.
The position requires a thorough knowledge of general international law and human rights protection systems, as well as an interest in international and diplomatic issues. Basic knowledge of the law of international organizations and previous work experience at a university are advantageous. A fluent command of English or French is required; teamwork skills and flexibility are essential. Trainees will be fully integrated into the work of the department. They will participate in our meetings and meetings of the Committee of Ministers, prepare documents and expert opinions on current legal issues, accompany proceedings before the Administrative Court of the Council of Europe, and assist us in international negotiations. The minimum stay is three months. German lawyers are available to supervise the department.
