Call for Submissions for the 2026 Annual Update, Cyber Law Toolkit, 14 November 2025: Deadline for submissions

The Cyber Law Toolkit is an award-winning interactive online resource on international law and cyber activities. It is designed as a self-learning and capacity-building tool for State representatives and other legal professionals. Its multiple components include more than 30 hypothetical scenarios, each describing cyber incidents inspired by real-world examples and accompanied by detailed legal analysis. The aim of the analysis is to examine thoroughly the applicability of international law to the diverse scenarios and related legal issues. The Toolkit has been expressly cited in a growing number of State national positions on international law in cyberspace and has become a key reference point for governments, militaries, international organizations, and academics. It is available free of charge at https://cyberlaw.ccdcoe.org

We are pleased to issue this call for submissions for new scenarios to be included in the next general update of the Toolkit in September 2026. Proposals of no more than 500 words should contain a factual description of a hypothetical cyber incident or series of cyber incidents and explain, in a narrative form and with footnote references to relevant sources, which issues of international law are raised by those facts. Interested authors are invited to consult the existing scenarios for the expected level of complexity and style of analysis. We particularly welcome proposals that explore novel fact patterns or legal questions not yet addressed in the Toolkit. Authors of successful proposals will be offered to develop their submissions into full-length scenarios (approx. 3,000-5,000 words) according to the production timeline set out below. Scenarios that pass the internal and external peer review will be included in the 2026 update of the Toolkit. Scenario authors will receive an honorarium of €1,000 per scenario and their contribution will be publicly acknowledged in the Toolkit.

Proposals should be submitted by e-mail to cyberlaw@exeter.ac.uk no later than Friday 14 November 2025. Submissions should include your name, affiliation, e-mail address, and a brief note about your research interests and key relevant publications. Any questions about the Toolkit or the suitability of a possible scenario proposal may be directed to the Scenario Editor of the Toolkit, Mr Otakar Horák (otakar.horak@ccdcoe.org).

The production timeline for the 2026 update is planned as follows:

  • · 14 November 2025: Deadline for submissions
  • · 1 December 2025: Notification of results
  • · 28 February 2026: Deadline for submission of draft full scenarios
  • · March 2026: Internal review
  • · April-May 2026: External peer review
  • · 15 July 2026: Deadline for submission of the final text of the scenarios
  • · September 2026: Publication of the successful scenarios in the Toolkit
