Loss and Damage: Assessment and Financing

With the consequences of climate change continuing to escalate, the world is turning to losses that cannot be recovered or reversed, and which go beyond the sacrifice of adaptation. From sinking shorelines and extended drought, to displacement and deterioration of culture, Loss and Damage (L&D) is now widely understood as the “third pillar” of climate action—separate yet deeply intertwined with mitigation and adaptation. The special issue also highlights inclusive and gender-responsive approaches that ensure the voices of frontline communities are central in defining what is lost and how it is measured.

On the financing front, the paper examines conventional and innovative approaches L&D funds. Areas covered include the architecture of the Loss and Damage Fund, the role of insurance, catastrophe bonds and risk pools, and blended finance mechanisms which will enable the public, private and philanthropic resources. It will examines the national-level readiness to gain access to L&D finance, monitoring, reporting and verification mechanisms for transparency and policy coherence with climate change adaptation and disaster risk reduction.
