Call for Papers: International Conference on “The Digitalisation of the ELSJ: Legal Issues of a Cyber Transformation on a European Scale”

Over the past decade, the European Union has undergone a huge digital transformation as part of the construct ion of the Area of Freedom, Security, and Justice (AFSJ).
The digitalization of the AFSJ has given rise to a wide range of instruments, including EUROSUR (European Border Surveillance System), the e-Evidence Regulation, the e-CODEX system to ensure the digital transmission of judicial documents between Member States, the interconnection of national criminal records via the ECRIS system, the interoperability of criminal intelligence systems, supported by initiatives such as Prüm II, and the expansion of Europol into a police force focused on processing digital information, including the development of AI tools to facilitate online investigations. In this regard, the operational role of AFSJ agencies such as Frontex, Europol, Eurojust, and eu-LISA has also become increasingly digitalized, with AI and data analytics playing a growing role in their daily operations

This workshop invites participants to consider the legal tensions surrounding the digitalization of freedom, security, and justice, asking how to design the AFSJ that both protects fundamental rights and avoids the risks of an excessive surveillance, that enables access to justice and the development of rapid and robust transnational procedures, or that fosters the management more organized immigration as well as the fight against transnational crime through borders that are intended to be «smart
