International affairs are undergoing a profound rebalancing in the sources of economic and political power, not only between states but also within them. This takes place as the global community faces new challenges that can only be tackled collectively, from the climate emergency to global health to cyber threats.

In this rapidly evolving context, the International Law Programme is working on developing new ways to build cooperation, reduce conflict and protect human rights, and the vital role of international law in doing so. The Programme’s work includes a flagship multi-year project on the future of human rights, and an initiative on cyber and digital technology governance that looks at the application of international law and international human rights law to horizon issues, including the regulation of AI, data and online content.

We are seeking an inspiring leader of our small team, who will have a strong background in international law, developed in advisory or operational contexts, as well as excellent current knowledge of policy debates in international affairs more broadly.You will:

Research Leadership and Excellence

  • Initiate and generate research on international law and governance topics, in line with the programme and the institute’s priorities.
  • Take ownership for the quality of research outputs, maintaining and improving our standards.
  • Lead, encourage, and empower staff, in line with our mission and values and required proficiencies.
  • Supervise the contributions of Associate Fellows, Visiting Fellows, Consulting Fellows, ensuring they are working in line with the programme’s objectives.
  • Establish and maintain a network of contacts with individuals and organizations within the international law and international affairs communities.
  • Positively represent and promote the institute at any internal and external meetings.
  • Encourage and support collaboration; establish positive relationships across the organization.

Team Management

  • Directly manage the team, providing support and mentorship.
  • Hold team members accountable for performance, objectives, and standards, provide opportunities for feedback, and identify individual learning and development needs to support talent management.

Publications and Communication

  • Raise the programme’s profile through the development of strong networks.
  • Identify and pursue opportunities for the dissemination of project findings.

Generation of Funding

  • Initiate and lead the development of creative and impactful funding applications, in consultation and collaboration with other Chatham House programmes and departments.
  • Maintain our existing strong and long-lasting relationships with foundations, government funding departments, corporate funders, and generate others.

Finance

  • Oversee programme finances and budgets.

Requirements

Skills and Experience:

You have:

  • A background in international law, and extensive experience leading policy-relevant research.
  • Experience in senior management positions in at least one organization of comparable scale and complexity, with an established record of being able to successfully develop and empower teams and get the best from staff.
  • An established profile and a strong track record of delivering high-quality publications and activities.
  • A proven track record of communicating messages to different audiences, including policymakers.
  • A strong network of policy and funding contacts with demonstrable fundraising skills.
  • Expertise in human rights law and the rules applicable to the regulation of cyberspace and digital technologies would be highly desirable.

Salary: £75,000-£80,000, depending on experience.

Contract: Full time (35 hours per week), Permanent.

Location: London.
