ABOUT THE UNIVERSITY
The Himachal Pradesh National Law University (HPNLU, Shimla) was established by the State Government in the year 2016 by an Act of the Legislature (Act 16 of 2016). The University started functioning on the 5th of October 2016. Located in the geographical terrains of the Himalayas, HPNLU, Shimla, is the best place for studying and learning in law, developing students, understanding about law and legal system, topographies of law-making, legal practice and administration.
CONTEXT
Information & Communication Technology has witnessed several ground-breaking advancements in the last century. The world has become a Global Village with ease in information dissemination & greater connectivity. Such advantages have, however, not been secured without any demerits. The misuse of these advancements has also grown & one such area is witnessing exponential crime growth in cyberspace. Cybercrimes, cyber law and forensics, and cyber security are all interrelated and intertwined. With the advent of technology, the threat to digital security has increased exponentially. Not only individuals or companies are threatened by this menace, but even government agencies are not free from targeting. Every organization, small or big, is open to the threat of cybercrime & this necessitates continuous monitoring. Hence, cyber law and forensics, and cyber security measures are pivotal in the digital world and its continuous growth
Hence, emerging issues and challenges relating to cyber laws and forensics is essential to address the evolving challenges of cybercrime. The legal framework and forensic techniques must keep up with the changing nature of cybercrime to ensure that individuals and organizations are protected from cyber threats. Therefore, there is a need to invest in research and development in cyber laws and forensics to develop a comprehensive and multidisciplinary approach to combat cybercrime. Keeping these facts and issues in mind, an attempt shall be made to bring academicians, scholars, advocates, judges and researchers from different backgrounds to one platform to share various aspects of cyber laws and forensic science.
ABOUT CENTRE FOR CYBER LAWS AND SECURITY
Centre for Cyber Laws and Security (CCLS) under the aegis of Himachal Pradesh National Law University, Shimla (HPNLU), is a welcome initiative that will contribute to the development of a robust legal framework and effective strategies to combat cybercrime and enhance cyber security in India. The advancement in Information Technology has revolutionized almost all areas of human endeavour. Consequently, information security challenges and the vulnerability of cyberspace have resulted in a complex regulatory framework. CCLS aims to inculcate information security and cyber law matrix dynamics from a techno-legal perspective through the blended skill of Law and Technology. CCLS works to ensure that more stakeholders of cyberspace develop a better understanding of its technic endeavor and legal nuances and are abreast with the recent developments in its regulations.
ABOUT CENTRE FOR CRIMINOLOGY AND FORENSIC SCIENCE
The Centre for Criminology and Forensic Science (CCFS) is a specialized centre established by Himachal Pradesh National Law University, Shimla, with a vision to promote academic learning in Criminology and Forensic Science. The Centre aims to conduct highly innovative research under the various heads with special emphasis on Criminal Justice and Law, Victims and Victimization, Psychology, Crime and Family, and Forensic science. The Centre would work in vision to promote the use of scientifically valid and reliable forensic evidence for the Criminal Justice Administration. The focus of the Centre would revolve around the dissemination of knowledge by undertaking special projects and promoting research by academicians, scholars, and legal luminaries to expand and advance the understanding in the Criminology and Forensic Science field.
ABOUT THE CONFERENCE
The National Conference on Emerging Issues and Challenges relating to Cyber Laws & Forensics aims to examine and analyze the emerging cyber law and forensics, cybercrime, and cyber security trends of today’s times and to bring the researcher, academicians, legal practitioners, and industry professionals on the same platform to identify the issues involved in the cyber law sector and its interface with the threat to forensics and cyber security.
The Maiden One-Day National Conference on the topic: “Emerging Issues and Challenges Relating to Cyber Laws & Forensics” is jointly organized by the CCLS and the CCFS of the Himachal Pradesh National Law University, Shimla, and will be held on May 12th, 2023. The Conference will be conducted in Blended (Physical and Virtual) Mode.
Call For Papers:
The conference invites research papers on the Multidisciplinary subjects of Law, Forensic Science, and Informational Technology. In preparing the abstracts of their proposed papers, we encourage prospective participants to engage with cyber law and forensics issues, as highlighted in the conference theme.

SELECTION CRITERIA
The papers will be selected on a competitive basis. The selection process will be carried out jointly by a group of senior academicians involved with cyber law and forensics. The application and selection criteria will be based on the following:
✓ Quality of the abstract and paper;
✓ Relevance to cyber law and forensics and the broad theme of the conference.
Guidelines for Submission
✓ The Abstract must be accompanied by a cover page, which should include the title of the paper, name(s) of the author(s) and their affiliations, resident country, and the complete postal and e-mail addresses and telephone numbers of the authors.
✓ Co-authorship is allowed for up to two authors, excluding the main author.
- The deadline to submit individual abstracts is 23rd April 2023.

- Participants will be notified by the 25th of April 2023 on the status of their submission.
- Accepted abstracts will be notified through email (You must provide a valid email address with each abstract submission). Upon acceptance of abstracts, full papers must be submitted by 5th May 2023.Research Paper and Abstract Format
- Word Limit is limited to 3000 to 5000 for full research papers and 300 to 500 for abstracts (excluding footnotes).
- The Research Paper and Abstract should be in Times New Roman, font size 12, with 1.5 lines spacing, alignment ‘justify,’ and footnotes (if any) in Times New Roman, font size 10, with single line spacing.

- The submission should contain a disclaimer that the piece is original and has not been published or is under consideration for publication elsewhere. We will review the papers as per the following guidelines:
1. Papers will be reviewed independently by at least two scholars through a double-blind peer review process, allotted on a random basis;2. The review will be based on the scientific rigor of the paper, the originality of the research, and its relevance to the conference themes; Notifications of acceptance will be sent to your official email based on the review. The university may publish selected papers of high quality appropriately.
