What is HELP?
The European Programme for Human Rights Education for Legal Professionals (HELP) supports the Council of Europe member states in implementing the European Convention on Human Rights (the Convention) at the national level, in accordance with the Committee of Ministers Recommendation (2004) 4, the 2010 Interlaken Declaration, the 2012 Brighton Declaration and the 2015 Brussels declaration.

HELP is the main educational platform of the Council of Europe for legal professionals. Its aim is to train judges, lawyers and prosecutors, but also other professionals, where relevant, on European human rights standards. They target both current and future legal professionals, and university students also benefit from the HELP courses. The Council of Europe HELP online courses are interactive and visual. They cover various human rights-related topics, reflecting the different areas of work of the Council of Europe. The HELP courses enhance the knowledge of legal professionals on key human rights topics and thus contribute to better protection of human rights on a national level.
