Referendums in small states and territories: The elusive ‘Yes’ vote

Referendums in small states and territories are back in the news. Recent examples, include New Caledonia, Vanuatu and Puerto Rico. There have been referendums on political status, electoral systems and constitutional reform, but often results support the status quo rather than change. The focus of the conference is on these entities and to what extent change can be brought about by referendums. This is critical as it is likely that referendums will be held in several countries and territories over the next few years, for example, Jamaica on becoming a republic. In short, the conference considers how past referendums can positively inform ones to come.

A conference on this theme is being is co-organised by the Centre for Small States, Queen Mary University of London, UK – which is the conference host – the University of Malta, Malta; and the University of the West of England, Bristol, UK, in April 2025. Panel titles include: Referendums in the English-speaking Caribbean, Referendums in the Atlantic/Europe Region, Referendums Unresolved, and Referendums: A View into the Future.

We welcome papers from this Conference, and from other scholars, to be considered for a special section of Small States & Territories – a diamond open access journal – Vol. 9, No. 1, May 2026.

To be eligible for consideration, please submit an abstract of around 200 words to one of the two Guest Section Editors, Dr Peter Clegg – [email protected] or Dr Wendy C. Grenade – [email protected] – by 15 May 2025. The abstract should include the author(s) name, affiliation, the title of the proposed study, up to five keywords, and the corresponding email address. All manuscripts will be rigorously double-blind peer-reviewed.
