Call for Applications – Research Assistant (ILGA Asia)

ILGA Asia is the Asian Region of the International Lesbian, Gay, Bisexual, Trans, and Intersex Association, representing more than 190 member organizations across East Asia, South Asia, Southeast Asia, and West Asia. Our vision is a world where Asia is a safe place for all, where all can live in freedom and equality, be properly informed in the nature of sexual orientation and gender identity & expression and sex characteristic (SOGIESC) rights, have access to justice, and diversity is respected; regardless of their age, race, ethnicity, nationality, belief, language, class, caste, health and other statuses.

In addition to laws that directly criminalize consensual same-sex relations between adults, there are several ‘indirect’  laws that criminalize LGBTIQ individuals across the Asia region and impact their ability to access justice mechanisms. ILGA Asia is leading a project on the various indirect ways in which LGBTIQ persons face rights violations through legal provisions that criminalize impersonation/cross-dressing, begging, and sex work among others. This assignment is an exciting opportunity for an experienced professional who can demonstrate exceptional knowledge and experience in the area of SOGIESC rights and criminal justice in East, West, South, and Southeast Asia. 

  • Duty station: Home-based (remote working)
  • Languages Required: English 
  • Expected duration: 3 months
  • Remuneration: USD 2,000 for each consultant / sub-region

Scope of Work
ILGA Asiais seeking to engage experienced research consultants from East, West, South, and Southeast Asia – to lead the data collection for this research project. The consultant, under the supervision of the Senior Research and Policy Officer, will carry out the following taskso look

  • Develop a research plan and methodology 
  • Conduct legal research on the legal provisions that impact the rights of LGBTIQ persons in their specific sub-region 
  • Collect data on the use of these laws for taking criminal action against LGBTIQ persons

Deliverables
Under the supervision of ILGA Asia’s Research and Policy Officer, the selected consultant(s) will be expected to deliver the following: 

Timeline and Budget 
It is expected that this consultancy will be based remotely (home-based). The successful consultant will be expected to attend online meetings during reasonable work hours. The maximum project period will be 3 months. The budget for this consultancy is USD 2,000 for each consultant / sub-region.l

  • Conduct rigorous desk research on the misuse of  legal provisions to criminalise LGBTIQ persons
  • Maintain an updated and well-organized database to present the legal research findings
  • Analyse the compiled data, by categorisation of case-law developments
  • A case study (3-5 pages) reflecting on the data collected in their specific sub-region 
  • A presentation of the research findings in a meeting with ILGA Asia staff
  • Provide weekly updates (via an online platform) to the Senior Research and Policy Officer on the progress in the execution of all tasks throughout the timeframe for delivery
  • Other related tasks for this project as and when required

Qualifications and Experience
The consultant(s) should have demonstrable experience in:

  • Working in the area of human rights (especially LGBTIQ rights) and criminal justice
  • Demonstrable knowledge of and experience in conducting legal research in the field of human rights (especially LGBTIQ rights) 
  • Sound knowledge of the legal landscape in East, West, South or Southeast Asia
  • An advanced degree
 in criminal law, human rights law, or equivalent degree or working experience
  • Very high attention to detail and ability to conduct complex research, and critically analyse legal documents, and research reports.
