About Himachal Pradesh National Law University, Shimla: The Himachal Pradesh National Law University (HPNLU, Shimla), was established by the State Government in the year 2016, by an Act of the legislature (Act 16 of 2016). The University started functioning from 5th of October, 2016. Located in the geographical terrains of Himalayas, HPNLU, Shimla, is the best place for legal education. About Centre for Environment and Disaster Management (CEDM): Centre for Environment and Disaster Management (CEDM) is a specialized Centre, of Himachal Pradesh National Law University, Shimla, for conducting socio-legal research in the field of environment protection & disaster management. The Centre aims to serve as a research and training centre in the field of environmental law and policy and to inculcate environmental awareness and sensitivity about the various environmental related issues among the various stakeholders and to conduct various theme-based activities on the protection of an environment and sustainability. The Centre since its inception has conducted various programmes such as webinar on “Contemporary Environmental Law in Covid-19 Crisis”, Virtual Environmental Conclave”, “National Essay Writing Competition”, “National Photography Competition”, “E- Colloquium on Bhopal Gas Disaster”, Special lectures of renowned academicians and legal experts on Environment. The student team of the Centre has also prepared Report on Kedar Nath Flood Disaster vis a vis Char Dham Road Project. About the CEDM International Conference: Environment has emerged as a major area of concern worldwide. Humanity today faces many environmental crises. Climate change, loss of biodiversity, water scarcity, air and water pollution, soil degradation, among others, are the main environmental problems the world is facing and all these problems have international ramification. The negative offshoot of technological revolution, especially in the post-second world war era, has resulted into degradation and deterioration of the environment. The problems have worsened due to over-exploitation of limited natural resources. Hence, for controlling and regulating the environmental problems, various conventions, agreements, laws, policies were concluded and put into force on international and national levels. It was in the Stockholm
Conference, 1972 that the environmental problems and their consequences were discussed in the fullest sense and the resultant declaration provided for the framework of solution to environmental challenges. Since then, the international and national policy makers are devising strategies, legislations, policies and laws to check the despoiling of the environment. It is now widely accepted principle which finds mention in Stockholm declaration as well as through interpretation of Article 21 of the Constitution that “all human beings have a fundamental right to live in a healthy environment. It commensurate with their wellbeing, coupled with a corresponding duty of ensuring that resources are conserved and preserved in such a way that the present and future generations utilize, maintain, and preserve them equally.” After the Stockholm Conference, environmental laws and institutions dramatically grown across the globe including in India e.g., Environment (Protection) Act, 1986, Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention and Control of Pollution Act), 1981, National Green Tribunal Act, 2010, The Energy Conservation Act, 2001 etc. However, what is important is the proper efficacy and implementation and of these laws.
In the present time, the solution of all the environmental problems can be seen in the concepts and goals of sustainable development. Along with this another important concept which has become the basis of the environmental governance is environmental rule of law (EOR). This Concept emerged in 2013 in an internationally negotiated document of UNEP and since then it has become the legal foundation of environmental justice.
The judiciary of our country has laid down plethora of decisions asserting the need of environmental protection and conservation of natural resources. The Courts in India, more particularly, the Supreme Court, through its landmark judgments has played a pivotal role by introducing new concepts and principles such as the principle of ‘absolute liability’. The “Environmental Rule of Law” has also been introduced in the Indian legal system by the
Supreme Court in a case of Hanuman Laxman Aloskar v. Union of India (2019) 15 SCC 401, wherein the Court emphasized for the “quest of environmental governance within a rule of law paradigm”. The court in this case also emphasized that environmental governance is founded on the need to promote environmental sustainability as a crucial enabling factor which ensures the health of our ecosystem.
The international conference, thus, would deliberate on the need to analyses and understand how “Environmental Rule of Law” can bring Environmental Justice.

Submission Guidelines:
- All abstracts to be submitted: [email protected] with the subject line “Two Day International Conference” on or before May 15, 2023. Abstract should not be more than 500 words (excluding key words), submitted as Word (.doc/.docx) documents, with a cover letter which should contain name of the author, designation, name of the organization/university/institution, e-mail and mobile number.
- The participants must submit full paper/manuscript latest by May 25, 2023 for confirmation of her participation in the Conference. Communication of acceptance will be sent to authors for presentation. Co-authorship is allowed, but each author is required to register and pay the registration fee individually.
- The paper should be in doc./docx. Format and in a single-column layout with margins justified on both sides.
- Tables should be avoided in a paper.
- The subheading should be in font size 12, bold and Times New Roman, left-aligned.
- The main text should be in font size 12, Normal, Times New Roman, 1.5 spacing and justified.
- All references must be in the form of footnotes with font size 10, Times New Roman, 1.0 spacing and should be according to the Bluebook 20th Edition.
- Name and details of Co-author (Co-authorship is allowed up to a maximum of 2 authors), if any.
- The submissions should not have more than 15% Similarity Index.
- Multiple entries for individual authors are not allowed
- The length of a paper should not be less than 3500 words (excluding footnotes) and the final paper should be submitted with cover letter – [email protected] with the subject line “Final Two-Day International Conference” on or before May 28, 2023.
