The ICRC Delegation in Brussels is looking for a suitable candidate to fill the following position of:
Junior Legal Advisor
(Location: Brussels)

Purpose of the post

Representing the ICRC to the EU, NATO and the Kingdom of Belgium, the ICRC Brussels Delegation aims to, among others, ensure appropriate consideration for International Humanitarian Law (IHL) and discuss IHL implementation, clarification, and possible development with these interlocutors. It also disseminates IHL towards relevant audiences. The ICRC Brussels Delegation is therefore recruiting a Junior Legal Advisor to support the Senior Legal Advisor in the accomplishment of legal (IHL) tasks.

Main duties and responsibilities

  • Support the Senior Legal Advisor in developing briefings/speaking notes on IHL-related matters for high-level meetings;
  • Monitor, conduct research and draft analysis on IHL practice and development at EU, NATO and Belgium level;
  • Prepare and organize the Bruges Colloquium (IHL Colloquium co-organized by the College of Europe and the ICRC), and draft the Colloquium proceedings;
  • Support the organization and participate in meetings, conferences, trainings and events (including drafting concept notes, contacting speakers, drafting reports, deliver part of the training, etc.) and report internally;
  • Support the Communication Officer in the preparation of communication material around relevant IHL thematic.
  • Other administrative duties as required.

Education required

  • Master’s Degree in Law with a specialisation (equivalent LL.M.) in International Humanitarian Law and Human Rights Law;

Work experience

  • Previous professional experience in conducting research and drafting strategies, analysis and reports is an asset;
  • Previous experience in a humanitarian organization is an asset.

Desired profile and skills

  • Knowledge of humanitarian and legal challenges arising from the development and/or use of new technologies in armed conflict is an asset;
  • Knowledge of EU law and the functioning of EU and NATO institutions is an asset;
  • Excellent knowledge of English and French oral and written (incl. legal drafting skills); a good knowledge of Dutch is an asset
  • Excellent analytical and writing skills;
  • Good communication and interpersonal skills;
  • Computer/technological skills; a knowledge of social networks is an asset;
  • Well-organized, with a capacity to prioritize tasks and work under pressure, and the ability to work alone and as a member of a team;
  • Curiosity, adaptability and creativity.

Additional information

  • Location: 1040 Brussels – Rue d’Arlon 80 –
  • Contract : Paid – fixed term contract as per Belgian legislation
  • Activity rate: 100%
  • Length of assignment: 06 months renewable for a total of 12 months
  • Estimated start date: June 2024
